No, there have been updates Zero ;) I originally wrote the rules, so I'm quite confident with their content :D
im pretty sure it was mark who wrote the sig restrictions rule as i pm'd him about it
and he said he would add it and they were originally that px
but then jack changed it higher when photoshoper posted the topic and mark changed it back ;)
Nah it was Nicklas that originally wrote the rules, I just updated the sigs section to add in the swear words :)

Updated the Rules on Cheating from:

Intentionally misleading the community into believing that you have done more work than you actually have is referred to as "cheating". This includes cases where a chopper almost solely copies from a single donor picture (without credit), when a different base is provided to what they actually used, or when parts that are cut & pasted are said to be brushed. Any user caught cheating will first be warned and perhaps temporarily banned. Repeat offenders will receive a permanent ban.

And changed the section about Promotions, including a link to the promotions thread:
New Rules wrote:
Promotions:
Promotions are exclusively chosen/handed out by the Staff, however, if you feel that yourself or someone else deserves a promotion, make sure to visit the Promotion Request Thread. Please do not PM or ask staff-members for promotions other than in the aforementioned thread.

Stealing is if you steal another choppers work. This could either be the entire chop or just a body part. People put hard work and a lot of effort into making their chops, so stealing is obviously prohibited. In most cases stealing will result in a permanent ban

Is it permissible take a part (such a wheels) of 3d graphic work??
Signature removed because it's too large. Read the rules about signature sizes.

nope not without permission and if you can get any i would make sure you have proof.
a 3d work is still something that someone has designed and thereford completely the owners rights

Ok, so it's not permissible make a copy&paste from a 3d work, but it's permissible use it as a stock for rebrush work... isn't it?

You mean like as a reference for reflections? If so I would still avoid that, and ask for their permission. Obviously if they say it's ok then it's fine.
