He's right, look at where the light is hitting the spokes. With how you have the wheels, the light would be coming from the floor, and there would be no sun in the sky

Or you just have a white or other light groundplane which reflects the light.
Not that uncommon either. Light concrete for example will already reflect brighter on a rim than the sky would.

How would concrete produce a brighter reflection than the sky?

The light bouncing off the concrete comes from the sky in the first place, and some would have been lost in the concrete

Then again, what you said would make sense if it was a dim day with not much light, but then how would the floor be so brightly lit?
