If I understand correctly you want to create this wheel, but you do not know how?
I've created outer part of the wheel
im trying to make honeycomb wheel with oval shape like that 1 i posted above.

Try just looking at the front face of the wheel and with cylinders just cut holes through the surface of the wheel, if you've done the concave of the wheel right the round circle cut-outs on the wheel will become oval...not sure that made sense though :(

Edit: once i get home i'll try give u an illustration of what i mean...
jackdarton wanted me to say:

Make a flat circle with low poly circles cut out of it in a loop, add a subdivision/turbosmooth modifier to it, then whatever the 3DMax equivalent is of the deform/warp/lattice modifier in Blender to bend it into the shape you want. Or you can gab the center of the circle and drag it outwards with proportional editing.

The only way he can do that which would be quicker than the method I just typed would be using booleans, which is far too messy unless you want to go in and fix it later

He lost his mind because they're out of biscuits and can't remember his password.

Used proboolean method and it worked
Made box and sphere and intersected em together and used proboolean to make oval shape in box,
than deleted outer polygons of the box and left with half of sphere.

TYWM to u Xraited and to Jack
u 2 helped me alot
