You say this is W.I.P, right? So why not post it in the Work in progress section? And also, I believe it would be better for people to know if you put it in the title so they don't assume that it is done..
Anyway, I don't think this has too much noise, nothing has been done to the paint to make it look like that so? And also, the wheels for me don't go unless you are planning on changing the color to suit the car more.
But awesome work so far, but move it to the WIP section, if not one of the admins might do it for you.

Looks just about finished to me And I can't see any of this noise everyone is talking about 
I really like the styling and the ideas actually, it looks really cool
Everything seems to have been executed nicely too - so well done
The only things that you could improve are:
->The car is much too big for the background, compare it with the other car you can see. I know it's a long way off, but it's not right
->Rear rim need to be a bit taller I think
Other than that well done
