It's been about a year I've been trying to find some people who put some of my drawings into chops or 3DS - expecially now that I can't find time to chop. Yes.

Yeh I think it's a good idea... although there's been nothing to stop people doing it at any point up until now.
I myself have passed on unfinished wips for others to complete.

However I don't think people will 'learn' or benefit all that much, which seems to be the focus about many of the responses. I don't think you can learn much more than from this than going in and just looking at other people's chops - it won't magically make you a better chopper.

There is also the potential problem of who the chop belongs to, is it a team chop - what if absolutely everything gets changed, as if it was being started from scratch. But that could easily be resolved with necessary crediting I guess, and should be a risk that people posting to the 'take my WIP and finish it' section are willing to take.

Well the idea is for it to be more than the equivalent of just looking at other people's chops. There needs to be a dialog.

Secondly - as I indicated in the OP - there would be no question about belonging. The only condition for this to ever happen is for people to surrender their artistic license. There's way too many hurdles and risks otherwise. Accreditation can be done using logs or something.

Being new here and also very new to doing auto-chops as a form of editing, I can see a lot of potential with this idea and would like to see it implemented here. This can greatly help new choppers by exposing them to other editing procedures and processes that they may not have previously used or yet discovered otherwise. For example, I may have an image that I have worked on to the best of my own ability and then someone else of higher skill level (in design and/or editing) may be able to show how they might personally improve on those certain design changes, suggest specific editing process or refinements, or tips for any general improvement of the overall final presentation and appearance.
